When do you need to change to winter tires?

This is true if you are currently using all-season tires and you expect that there will be snow on the way. You shouldn’t use all-season tires during a winter that has snow or ice. Even at temperatures below freezing the winter tires outperform the all-season tires. You will need to measure the tread depth and change the tires when the difference reaches 5/32 inches between the front and rear tires.
